Meta Ads in Dubai and the UAE: a practical Instagram and Facebook ads playbook

A clinic in Dubai Marina, an interior designer in Abu Dhabi and an online store in Sharjah can all sell through Instagram, but their customers speak different languages, live in different emirates and decide in different ways. Meta Ads work in the UAE when the campaign reflects that.

This playbook covers how we plan, build and track Instagram and Facebook campaigns for UAE businesses, with the goal of WhatsApp conversations and qualified enquiries rather than reach.

Split by audience, not just by interest

Interest targeting alone puts very different people into one audience. We usually separate:

  • Arabic-speaking audiences, including Emirati and Gulf customers, with Arabic creative written for the Gulf.
  • English-speaking residents, with English creative and offers that fit expat life, such as weekend appointments.
  • Specific communities where your customers come from, when the language and the offer differ enough to need their own ad.

Each group gets its own ad set and creative, so you can see which one brings enquiries at the lowest cost.

Location: emirate and area

Target the places you can really serve. A clinic in Jumeirah rarely wins patients from Al Ain, and a contractor in Abu Dhabi may not want small jobs in Dubai. Use a radius around each branch or the emirates you cover, and mention the area in the ad (“in Business Bay”, “in Khalifa City”) so the right people stop scrolling.

Use the UAE week and calendar

The UAE weekend is Saturday and Sunday, and many people book personal services on Friday evening and over the weekend. Seasonal peaks matter too:

MomentWhat to plan
Ramadan and EidEvening scheduling, respectful creative, offers launched before Eid
Dubai Shopping Festival (December to January)Retail and e-commerce offers, retargeting built in November
UAE National Day (2 December)National themes and limited offers, creative prepared early
White Friday (November)High competition, start retargeting audiences in October

Send people where they convert

Click-to-WhatsApp ads with a pre-filled message work well for most service businesses. If you need details first, use a short instant form or a landing page about the exact service in the ad, with WhatsApp on the first screen. Reply fast: an enquiry that waits an hour is often already talking to a competitor. Our web development team builds landing pages and tracking for this.

Tracking that Meta can learn from

Install the Meta Pixel and the Conversions API, and send the events that matter: WhatsApp clicks, form leads and calls. Add UTM tags to every ad so Google Analytics shows which campaign brought each enquiry, and keep a simple sheet of enquiries and sales by source.

Working with creators

Creator content often performs well in the UAE, but paid promotion is regulated. Before you pay anyone to post, check the UAE Media Council’s current requirements for advertisers and creators, and keep claims factual, especially for health, beauty and finance.

Proof, not promises

For one of our clinic clients, 28 focused Meta campaigns brought 20,705 clicks and reached 5,164 people for $569.56 in total. Results depend on the market and the offer, but the structure above is what makes that kind of efficiency possible. See the clinic case study, our Saudi Meta Ads guide, or our Meta Ads management service. Pair ads with SEO and GEO so enquiries keep coming when the budget pauses.

Creative for a multilingual audience

The UAE audience is mixed, so one message rarely fits everyone. A practical approach is to run the main offer in English and Arabic as separate ads, so each version reads naturally instead of being a translation. If your customers include large communities who prefer another language, test that language with a small budget before you commit more. Keep the visuals consistent: the same logo, colours and offer, with the text changed for the language.

  • Lead with the benefit and the place: “Laser consultation in Jumeirah, book on WhatsApp” tells people instantly if the ad is for them.
  • Show people and results you can legally show: real team photos and real work, with the permissions your industry requires.
  • Keep video short: a clear 15 to 30 second video with captions, because many people watch with the sound off.
  • Test two hooks: the same offer introduced by a question in one version and by a result in the other.

Budget, learning phase and testing

Meta needs time to learn which people in your audience respond, so changing the ad, audience and budget every day usually keeps the account stuck in learning. Pick a budget you can hold for four weeks, launch two or three clear variations, and review them once a week. Pause what clearly underperforms after it has had a fair share of spend, and add one new idea at a time. In Dubai, where competition for popular audiences is high, small tests on narrow groups such as one area, one language or one service often teach you more than a big broad launch.

From enquiry to booking: the follow-up

The ad only starts the relationship. Decide before launch who answers the WhatsApp messages, how fast, and what they say. Prepare short replies for price range, location, availability and the next step, and offer a specific time instead of “let us know when you are free”. If someone goes quiet, one friendly reminder the next day recovers a surprising number of bookings. Record each conversation outcome in a simple sheet or CRM so you can see which campaigns bring real customers, not only messages.

Measuring what matters

Open the Meta dashboard and look past reach and clicks. The numbers that guide decisions are cost per conversation, the share of conversations that are qualified, and the number of bookings or sales. Connect your website with the Meta Pixel and the Conversions API so the platform can see what happens after the click, and use clear event names such as contact, booking and purchase. Review the numbers by campaign, audience and creative, and write down what you learn each month. That record becomes your most valuable asset because it shows what works in your market.

A weekly routine that keeps ads healthy

  • Start of week: check spend, conversations and cost per qualified conversation.
  • Midweek: read the chats, pause weak ads and note common questions.
  • End of week: prepare one new creative or message based on those questions.
  • Monthly: match conversations to real bookings and decide the next month’s budget split.

Mistakes we see in UAE accounts

  • Targeting the whole UAE when the service area is one or two neighbourhoods.
  • Using the same creative for months until people stop noticing it.
  • Sending traffic to a slow page or a form that is hard to complete on a phone.
  • Counting likes and views as results instead of enquiries and bookings.
  • Running ads without a clear owner for replies, so messages wait for hours.

If you want a second pair of eyes on your account, our Meta Ads service starts with a review of the account, tracking and landing pages. Ads and organic work best together, so see how SEO and GEO and a fast website make every dirham of ad spend work harder.

Seasonal timing in the UAE

Demand in the UAE moves with the calendar, so plan campaigns weeks ahead rather than days. Ramadan changes when people browse and message, and evenings become the busiest period, so schedule creative and replies around that rhythm. Summer travel empties some neighbourhoods and fills others, the Dubai Shopping Festival and year-end sales raise competition for attention, and back-to-school and White Friday periods bring their own offers. Prepare creative and landing pages early, raise budgets only when you can answer the extra messages, and review the previous year’s results to see which months brought the best enquiries for your service.

Frequently asked questions

Should I run Meta Ads in English or Arabic in the UAE?

Usually both, as separate ad sets. English reaches most residents, while Arabic creative written for the Gulf performs better with Emirati and Arab audiences.

Which emirate should I target first?

The one where you can serve customers best and fastest. Most businesses start with their own emirate and expand once the cost per enquiry is stable.

Do I need a licence to advertise with influencers in the UAE?

Paid promotional content is regulated by the UAE Media Council. Check its current requirements for advertisers and creators before any paid collaboration.

How fast should I reply to WhatsApp enquiries?

As fast as possible, ideally within minutes during working hours. Saved replies and a clear first answer help you keep up.

Do you accept clients from other countries?

Yes. We are happy to accept clients worldwide. We work remotely in Arabic and English by calls and WhatsApp.
