Meta Ads in Saudi Arabia: how to get WhatsApp enquiries from Instagram at a low cost

Instagram, Snapchat and TikTok are part of daily life in Saudi Arabia, and for many local businesses Instagram is the first place a customer checks before sending a WhatsApp message. Meta Ads (Instagram and Facebook) let you reach those customers by city, interest and language within hours.

The problem is that many accounts optimise for the wrong thing. They pay for reach and likes, the budget ends, and the WhatsApp inbox stays quiet. This article explains how we set up Meta Ads in Saudi Arabia to bring real enquiries at a low cost.

Choose the right goal: conversations, not likes

Meta optimises for whatever you ask for. Ask for reach and it finds people who scroll; ask for messages and it finds people who message. For clinics, startups, designers, contractors and most service businesses in Saudi Arabia we use two goals:

  • Click-to-WhatsApp ads for quick, personal conversations, with a pre-filled first message so the customer only taps send.
  • Instant forms or a landing page when you need details first, such as budget, district or project type.

If you send people to a website, send them to the page about the exact service in the ad, with a WhatsApp button visible on the first screen. Our website team builds landing pages for this.

Structure: one campaign per service

A single campaign that advertises everything hides what works. Split campaigns by service (for example botox, laser and dental cleaning) and, where it matters, by city such as Riyadh, Jeddah and the Eastern Province. You will quickly see which service brings enquiries at the lowest cost and can move budget there.

Speak the customer’s language

Saudi customers respond to Saudi Arabic: familiar words, local references and a natural tone. Expat audiences in Riyadh and Jeddah respond better to English. Write each version from scratch rather than translating, and show real people, real places and real results wherever the rules allow.

Tracking: the Pixel and the Conversions API

Install the Meta Pixel on your site and connect the Conversions API, which sends events from your server and is more reliable when browsers block tracking. Track the actions that matter: WhatsApp clicks, form submissions and calls. Then Meta can find more people like the ones who actually contacted you. Our site tracks every WhatsApp click with the page and the ad that started it.

Plan around the Saudi calendar

SeasonWhat changesWhat to do
RamadanActivity moves late into the evening and nightSchedule ads and replies for the evening, use warm, respectful creative
Eid al-Fitr and Eid al-AdhaGifting, beauty and travel demand risesLaunch offers two weeks before, not on the day
Founding Day (22 February) and National Day (23 September)Patriotic themes and national offersPrepare creative early, costs rise near the date
White Friday (November)Heavy competition for attentionBuild retargeting audiences in October

Respect the rules

Health, beauty and financial ads have extra restrictions in Meta’s advertising standards and in Saudi regulations. Avoid guaranteed-result claims, get consent before you use any customer photo or review, and make sure you are licensed for the services you advertise.

What good results look like

For one of our clinic clients, 28 Meta campaigns reached 5,164 people and brought 20,705 clicks for a total of $569.56, around $0.11 per click, before the clinic had a website. Every market and offer is different, but this is the kind of efficiency a focused setup can reach. Read the clinic case study for the full story.

Ads now, SEO for later

Ads stop when the budget stops. The businesses that grow fastest use Meta Ads to bring enquiries now while SEO and GEO build free traffic from Google and ChatGPT. See how we run campaigns on our Meta Ads management page, or run the free website and Meta Ads checker first.

Creative that gets people to message you

The ad has one job: make the right person tap and start a WhatsApp chat. A few habits help most service businesses in Saudi Arabia:

  • Show the real thing. Real photos and short videos of your team, clinic, showroom or finished projects build more trust than stock images.
  • Write in the customer’s Arabic. Use the dialect and words people use, keep sentences short and put the offer in the first line.
  • Name the next step. “Send us a message to book a free consultation” works better than a vague “learn more”.
  • Use vertical video for Stories and Reels. Make the first three seconds clear: who it is for and what they get.
  • Refresh every few weeks. When the same people see the same ad too often, results drop, so rotate two or three new variations.

Budget and testing without guesswork

Start with a budget you can sustain for at least four weeks, because Meta needs time and data to learn who responds. Split the first budget across two or three audiences or creatives, wait until each has enough conversations to compare, and then move budget to what works instead of changing everything every day. Judge by cost per qualified conversation, not by clicks or likes. A cheap click that never replies on WhatsApp is not a result. Keep a simple sheet with spend, conversations, qualified enquiries and bookings or sales so you can see the real cost per customer.

Replying fast: the part ads cannot fix

Many Saudi businesses lose enquiries after the ad has done its job. People message several businesses and usually continue with whoever answers first and clearly. Set a rule for response time inside working hours, prepare short answers for the five most common questions (price range, location, time, process and payment), and use WhatsApp Business features such as greeting messages, quick replies and labels. Make sure someone follows up the next day with people who did not reply. These steps cost nothing and often raise results more than a new ad.

Offers that bring enquiries without cutting your price

A discount is not the only way to make someone message you. Try a free consultation or assessment, a free first measurement or site visit, a limited number of slots per week, a short guide or checklist sent on WhatsApp, or a clear package with a fixed starting price. These offers attract serious customers and protect your margins. Test one at a time and keep the one that brings qualified conversations.

How to read your results honestly

Three numbers matter more than the rest. Cost per conversation shows how efficiently Meta finds people willing to message you. Qualified rate shows how many of those conversations are real prospects, and it depends on your targeting, offer and wording. Close rate shows how many prospects become customers, and it depends on your reply speed, price and follow-up. If cost per conversation is high, fix the ad and the audience. If conversations are cheap but nobody buys, fix the offer, the targeting and the reply process. If conversations are good and sales are low, look at follow-up and price. Reading the numbers in this order stops you from changing the wrong thing, which is one of the most common and expensive habits in paid advertising.

A simple weekly routine

  • Monday: check last week’s spend, conversations and cost per qualified conversation.
  • Midweek: pause ads that spent without producing conversations, and read the actual chats to understand what people ask.
  • Thursday: prepare next week’s creative, using the questions you heard in the chats.
  • Monthly: compare conversations against actual bookings or sales, and decide where the budget should go next.

If you would rather have this run for you, see our Meta Ads service. Ads work best when your pages are also clear, so read how SEO and GEO and a well-built website support each other.

Common mistakes we fix first

  • Boosting posts instead of building proper campaigns with a conversation goal.
  • Sending all traffic to the homepage instead of a page or chat that matches the ad.
  • Targeting all of Saudi Arabia when the business serves one city or district.
  • No tracking, so nobody knows which ad produced which customer.
  • Stopping ads after a week because the first results looked weak.

Each of these is easy to correct once you can see it, which is why we start every account with a review of the account, tracking and landing pages before spending more.

Frequently asked questions

How much should I spend on Meta Ads in Saudi Arabia?

Start with a budget you can sustain for at least a month per service, then move money to the campaigns with the lowest cost per enquiry. Small, focused budgets often beat large, broad ones.

Are WhatsApp ads better than lead forms?

For quick personal services, WhatsApp usually converts better because customers already use it. When you need details before replying, a short instant form or landing page works well.

Should I advertise in Arabic or English?

Both, separately. Use Saudi Arabic for Saudi audiences and English for expat audiences, each written from scratch.

Do I need a website to run Meta Ads?

No, message and lead-form ads can work without one. A fast landing page with tracking helps Meta optimise and lets you retarget visitors.

Do you accept clients from other countries?

Yes. We are happy to accept clients worldwide. We work remotely in Arabic and English by calls and WhatsApp.
