This guide is the setup we use for clinics, interior designers, contractors, startups and online stores in Riyadh, Jeddah and the Eastern Province. Follow it in order: most wasted ad budgets in Saudi Arabia come from skipping the setup steps, not from bad ads.
Step 1: Set up the account properly
- Create a Meta Business portfolio owned by the business, not by a freelancer’s personal profile.
- Connect the Facebook Page, Instagram account and WhatsApp Business number.
- Verify your domain and set the account currency and time zone to match your reporting.
- Add a second admin so you never lose access.
Step 2: Install tracking before the first riyal
Install the Meta Pixel on your website and connect the Conversions API so events also arrive from your server. Define the events that matter: Lead for forms, Contact for WhatsApp and call clicks, and Purchase for stores. Test them in Events Manager. Add UTM tags to every ad so Google Analytics 4 can confirm the numbers.
Step 3: Choose goals that match the business
| Business | Main goal | Where the ad sends people |
|---|---|---|
| Clinic, local service | Messages or leads | WhatsApp with a pre-filled message |
| Interior design, contracting, real estate | Leads | Instant form with budget and district questions, or a landing page |
| Online store | Sales | Product or collection page, with catalog ads for retargeting |
Step 4: Structure campaigns by service and city
Create one campaign per main service or product line, then ad sets by city where demand differs: Riyadh, Jeddah, Dammam and Al Khobar. Keep audiences broad enough for Meta to learn, and let the creative do the targeting by naming the service and the city.
Step 5: Creative that gets messages
- Write Saudi Arabic for Saudi audiences and English for expat audiences, each from scratch.
- Lead with the result or the offer in the first line and the first three seconds of video.
- Show real people, the real place and real work wherever the rules and consent allow.
- Test three to five creatives per ad set and keep the winners running.
- End with one clear action: “Message us on WhatsApp”.

Step 6: Plan around the Saudi calendar
| Moment | When to prepare | Focus |
|---|---|---|
| Founding Day, 22 February | Early February | National themes and offers |
| Ramadan | Two to three weeks before | Evening delivery, respectful creative, fast replies at night |
| Eid al-Fitr and Eid al-Adha | Two weeks before | Gifting, beauty and travel offers |
| National Day, 23 September | Late August | Patriotic creative, limited offers |
| White Friday, November | October | Build retargeting audiences, prepare catalog ads |
Step 7: Respect the rules
Follow Meta’s Advertising Standards and Saudi regulations for your sector. Health and beauty ads need extra care: no guaranteed results, no misleading before-and-after claims, consent for every photo and testimonial, and advertise only licensed services.
Step 8: A weekly optimisation routine
- Check cost per enquiry or purchase for each campaign, not just clicks.
- Read the WhatsApp conversations: are they the right customers?
- Pause creatives with high cost and low quality, and duplicate the winners.
- Move budget towards the services and cities with the lowest cost per booking.
- Refresh creative every two to four weeks before results fade.

Frequently asked questions
Who is this Meta Ads guide for?
Saudi clinics, startups, interior designers, contractors, real estate and online stores that want WhatsApp enquiries or sales from Instagram and Facebook.
Do I need the Conversions API if I have the Pixel?
Yes, ideally. The Conversions API sends events from your server, so Meta still receives conversions when browsers block the Pixel, which improves optimisation.
How often should I change my ads?
Review results weekly and refresh creative every two to four weeks, or sooner when the cost per enquiry starts rising.
How do I get the PDF version?
Use the download form on this page. If the PDF is not ready to download yet, we send it to you on WhatsApp.
Do you accept clients from other countries?
Yes. We are happy to accept clients worldwide. We work remotely in Arabic and English by calls and WhatsApp.
